[§173] Rev 11:5-6: The Two Witnesses Will Exercise the Sealing Power
Revelation 11:5: And if any man will hurt them, fire proceedeth out of their mouth, and devoureth their enemies: and if any man will hurt them, he must in this manner be killed.
The Two Witnesses will prophesy in Jerusalem during the last 3½ years of Armageddon.1 This period is called the Great Tribulation because death and misery will be the hallmarks of that time.2 The Gentiles will tread down Jerusalem for 42 months,3 and the wicked will try to kill the Two Witnesses by every means possible.4 However, the Lord will miraculously preserve them5 until their ministry is complete,6 just like other prophets before them.7
The prophet Elijah, for example, was preserved when he called down fire from heaven to destroy the troops of Ahab that came against him.8 The Two Witnesses will have that same power during the Great Tribulation.9 Thus, if any man will hurt them, the Two Witnesses can speak the words that will cause the wicked to be consumed by fire.10 The fire of the Two Witnesses comes metaphorically out of their mouth,11 but it literally devoureth their enemies.12 The fire in Revelation 11:5 may also refer to the general burning that will accompany the Second Coming.13 However, there is also historical precedent for the fiery destruction of specific people at specific times.14
Until the Two Witnesses die a martyr's death,15 they will have great power to preserve Jerusalem16 and many of her Jewish inhabitants until the final Abomination of Desolation that will come after the Two Witnesses are martyred.17 In whatsoever manner the wicked strive to kill the Two Witnesses, they must in this manner be killed.18 Many of the wicked gathered to Jerusalem will die by consuming fire at Christ's Second Coming.19 This may suggest that the Two Witnesses will suffer a martyr's death by fire in the likeness of their assailants.20 This remains, however, an uncertainty at best.
Revelation 11:6: These have power to shut heaven, that it rain not in the days of their prophecy: and have power over waters to turn them to blood, and to smite the earth with all plagues, as often as they will.
The Two Witnesses will possess the sealing power21 of the priesthood22 that other ancient prophets have held23 and that modern apostles now hold.24 This includes the power to control the physical elements.25 At the start of their 3½ year ministry, the Two Witnesses will use the sealing power to shut heaven, that it rain not in the days of their prophecy.26 This drought may be restricted to the area where the Two Witnesses minister,27 but broad enough in effect to mirror the 3½ year drought caused by Elijah in the days of Ahab and Jezebel.28
In addition to drought, the Two Witnesses will use their sealing power over waters to turn them to blood,29 as Moses did in Egypt.30 Moses pronounced ten plagues on Egypt to symbolize a complete portion of God's wrath.31 The Two Witnesses, by contrast, will have power to smite the earth with all plagues.32 This suggests that the miracles of the Two Witnesses will exceed even those of Elijah or Moses.33 Thus, the Two Witnesses can invoke the sealing powers against the wicked as often as they will.34
